The New York State Office of Parks, Recreation and Historic Preservation (OPRHP) may be required to develop and update regulations contained in Title 9 of the New York Codes, Rules and Regulations (NYCRR) that implement the Parks, Recreation and Historic Preservation Law and the Navigation Law. The complete unofficial version of the NYCRR is available at the Department of State.

OPRHP staff drafts a proposed regulation usually with the prior informal input from interested groups and the general public (except for consensus and emergency rulemakings). OPRHP then submits a proposed regulation to the Department of State for official publication in the State Register and for formal written public comments.

Below you will find the full text of a proposed regulation. You may submit formal public comments by email to rulemaking@oprhp.state.ny.us. When commenting, the subject line of your email should contain the Part # for the proposed regulation you are commenting on.
